Uttar Pradesh, as one of the largest contributor in IT/ITeS sector& has been consistently focusing on developing infrastructure, human capital development, and effective policy implementation so as to create a conducive ambience for IT-BPM industry. The state under the dynamic leadership of Chief Minister Akhilesh Yadav with a set goal to expand Information Technology into the entire state is continuously expanding.

UP’s IT and Electronics Secretary Naveen Kumar is one of the country’s youngest special secretaries to the young CM. He unveiling the ‘Uttar Pradesh IT and Startup Policy at TechSparks 2016’ and said, “While this may be common or seem natural in a state like Karnataka and a city like Bengaluru, which has a robust startup ecosystem, for a state like UP, the steps initiated in the policy are certainly something new and innovative.” He introduced Akhilesh Yadav’s INFUSE model which will be implemented to promote a startup culture in the state. INFUSE is an acronym for Incubation, Funds of funds, and Startup Entrepreneurs. The vision of UP’s IT Policy is “To use I.T. as a vehicle for economic development of Uttar Pradesh with inclusive growth to create a vibrant society with a high quality of life.”

A government partnership with HCL led to Lucknow’s IT City, which will be operational soon. “After Noida, which is part of NCR and enjoys a lot of advantages, UP does not have much of IT to show. So, we have planned a Lucknow hub and the spokes will be spread around the state. Our idea is to instil confidence among the public that entrepreneurship can be an option for the youth and to assure them that the government is out to support them. We feel it is very important for the government to support startups at the grassroots level because, after a year in any case, if the idea is good, they will find a venture capitalist to scale up the idea. Of course, here too we are coming out with radical policies to fund promising startups by to Rs. 60 lakh per company,” said Naveen at the ceremony.

The people were also made aware of the single-window process clearance structure in Uttar Pradesh which makes everything simpler for BPOs, technology enablers in agriculture and other areas. Officials from Akhilesh Government were present at TechSparks to attract investors from Karnataka. And they truly made their presence felt! The UP IT Secretary, rightfully said, “Uttar Pradesh is India and India is Uttar Pradesh. Please help us grow.”
